Rain Rain dams not able to store the water

Rain has been falling in California off and on for the last few weeks. This is very good due to the fact that this state has been in a multi-year drought. Most of the lakes are starting to fill up but some of the reservoirs in the San Jose area were never earthquake retrofitted so they will only hold approximately 70 percent of their design capacity. Getting these dams up to standard needs to be a priority so the opportunity of a wet winter is not lost again.
